Among all of the presidential candidates, there is one candidate that stands out Duterte, due to his iron fist style of leadership. Although not all people would agree with him and whether you are for Duterte or against him, most of us don’t know what he stands for. So what does he stands for, exactly? Duterte have been visiting places around the country promoting Federalism. What is Federalism? Right now our form of Government is a Unitary form of Government. This means that power and authority is mostly vested in one centralised government. One aspect for this is that income and funds made by each region would all go to the centralised government and from there, budget is distributed back to each regions basing on the amount the government has set. In Federalism, power will be divided between the National Federal Government and the local State Government. the Philippines would be divided into different states. For example in the proposed Federal Structure by Senator Nene Pimentel, Northern Luzon would be one state and Central Luzon would be another state and so on and so forth. Each state would retain 80% of their income and funds, and only 20% of that would go to the Federal National Government. And out from 80% of each state, 30% of that would go to the Local State Government and 70% would go to the Provinces, Cities, Municipalities, and Barangays. Each State would also have their own set of senators and representatives. Legislative powers is also shared between the National Federal Government and the Local State Government. So in basic terms the Federal Government is responsible for the military and protection for the nation and the Local state government would be responsible for their respective states, where each Local government has more controls over the projects, budgets and laws. The Philippines has 7,107 islands each with diverse tribes and cultures and obviously each region has their own specific needs. In cases of emergency we have repeatedly failed to respond quickly since the facilities, technology and funding is mainly focused on where the centralised government is located The Unitary form of Government has failed us again and again. By shifting from a unitary form of Government to a Federal type of Government Duterte believes we can achieve economic reforms, equal justice, progress to each state decongest metro manila as some would have put it So what would this shift means for us? Right now most of the development are in the metro manila with federalism this would be shared across the nation Malacanang and the Supreme Court Complex is located in Manila, the upper house is located in Pasay, and the lower house is located in Quezon City, all of which is in Luzon. With Federalism, all of these offices would be shared across the country. Although each form of Government has their own pros and cons Duterte believes Federalism would be a good fit for our country given our geographical and cultural situations.
